      From --> To 가 일치하는 것을 찾는다. 정확히 일치하는 것이 없으면 ANY 를 처리한다. 동일한 경우 null Transition 에 Any To Any 가 정의되어 있고 Condition 이 Blocking 되어 있으면 정의된 Transition 에 한하여만 전이가 가능하다. 하지만 Any To Any 가 정의되어 있지 않거나 Condition 이 Blocking 되어 있지 않으면 정의되지 않은 모든 Transition 도 전이가 가능하다.

      toValue - to 값
      Returns:
      transition which satisfied from and to including ANY if not satified than fresh instance will return, if from and to is same then null return
