새로운 Global 사용자가 등록된 경우 처리 1. Global 에 사용자의 UserItem, CouponItem 을 생성한다. 2. Web 에 사용자의 UserItem 을 생성한다. 3. 요청한 사용자에 대하여 해당 모듈에 사용자를 등록한다.
